The invitation arrived from Elizabeth Warren’s office, and it puts NVIDIA’s chief executive in a position he has spent years avoiding: answering for his company’s sales in China, under oath, in front of the Senate. CNBC reported that the Massachusetts Democrat has asked Jensen Huang to testify at a hearing on AI chip exports, opening a new round of scrutiny over the products NVIDIA sells to a market that Washington has spent years trying to restrict.
The request lands at a moment when NVIDIA is pulling in two directions at once. The week’s semiconductor selloff — sparked by Broadcom’s earnings, which fell short of the market’s inflated expectations — knocked NVIDIA’s shares down about 6%, after the company had briefly touched a $5 trillion market value earlier in the year. Regulators are tightening around its largest export market just as its product roadmap accelerates faster than ever.
At Computex in Taipei, NVIDIA laid out its next generation of silicon: the N2X and N3X architectures, which the company pitched as steps toward a general-purpose AI computer that Huang has described in terms borrowed from science fiction — a machine that can reason across any problem, the way the fictional computer in Star Trek does. The roadmap is the clearest statement yet of NVIDIA’s ambition to move beyond training chips and into the broader business of artificial intelligence as a utility: hardware that runs models, agents and entire AI-native workloads wherever they live.
The consumer hardware unveiled alongside the roadmap suggests the company wants the ambition to reach desktops as well as data centers. NVIDIA’s RTX Spark line, pitched as the foundation of a personal AI computer, will ship this fall in laptops and compact desktops from ASUS, Dell, HP, Lenovo, Microsoft Surface and MSI, according to the company’s announcements at the show. The company also introduced Vera, a CPU built for AI agents that NVIDIA claims completes agentic tasks about 1.8 times faster than x86 processors.
The Senate hearing will test a different part of the company: its willingness to comply with export controls that have reshaped the global chip trade. NVIDIA has navigated the restrictions before, designing lower-capability versions of its accelerators for the Chinese market and arguing that its products power legitimate research and commerce. Lawmakers have argued the opposite — that advanced chips sold to China strengthen a strategic rival’s military and AI capabilities. Warren’s invitation suggests the debate is reopening with a witness who can be compelled to answer.
The two threads — the regulatory front and the technology roadmap — are connected in ways NVIDIA’s critics and supporters both recognize. The export controls have accelerated China’s push for domestic chipmaking, which in turn has accelerated NVIDIA’s need to stay ahead of the technology curve. Each new architecture raises the stakes of where it can be sold: the more capable the chip, the more consequential the question of who is allowed to buy it.
NVIDIA’s position in the market complicates the politics. The company is now the indispensable supplier of the AI buildout, with its GPUs inside nearly every major training cluster on earth. Its dominance has made it a target for regulators in Washington, Brussels and Beijing simultaneously, and its executives have spent the past year in a delicate dance — expanding production, courting allies in the U.S. government, and maintaining enough access to the Chinese market to keep a major revenue stream alive.
Analysts who follow the company say the hearing is unlikely to change NVIDIA’s business trajectory by itself. Export policy is set by the Commerce Department, not by Senate hearings, and the company has already adapted its product line to whatever rules are in force. But the testimony will put Huang on the record about his company’s exposure to China, its compliance practices and its view of the strategic stakes — positions that could shape future rulemaking and future investor sentiment.
For the company’s roadmap, the forward motion is unstoppable. The N2X and N3X architectures, the RTX Spark personal computers and the Vera processor all point toward a future in which NVIDIA sells not just chips but the substrate of everyday AI: hardware in laptops, servers and data centers, tuned to run agents and models that anyone can use. The question the hearing will raise is whether the market for that future includes China — and how much of NVIDIA’s growth depends on the answer.
