SpaceX Asks the FCC for More Spectrum to Grow Its Phone-Connecting Satellites

The company that beams internet from space wants more of the airwaves. SpaceX has filed with the Federal Communications Commission for additional spectrum to expand its Direct-to-Device satellite service, the business that lets ordinary phones connect to satellites without special hardware, according to a filing reported Tuesday. The request is the latest step in a quiet transformation: what began as a supplement to Starlink’s home-internet business is becoming a stand-alone line of revenue aimed straight at the world’s mobile carriers.

Direct-to-Device, known in the industry as D2D, works by equipping satellites with antennas powerful enough to reach phones designed for terrestrial networks. The phones need no modification; the satellites do the work, catching signals that would otherwise die at the edge of coverage. The service started with emergency messaging — texts and calls when networks fail — and has been expanding toward everyday coverage: messages in rural areas, calls on hiking trails, data in places where carriers have never bothered to build towers.

The new spectrum request is the third leg of a strategy SpaceX has been assembling. The company previously acquired spectrum from EchoStar, adding a set of airwaves that gave its satellite service room to grow, and it struck a partnership with AT&T, one of the largest mobile carriers in the United States. Each piece extends the reach of a service that is unusual for a satellite company: it does not ask users to buy a new device or point a dish; it simply asks the network to be there when the phone looks up.

The economics explain the urgency. Starlink’s home-internet business has grown into a large operation, but its addressable market is limited to places where terrestrial broadband is slow, expensive or absent. D2D opens a different door: every mobile phone on Earth is a potential customer, and the companies that control the satellite layer of mobile coverage could capture a share of the world’s connectivity spending without building a single tower. For SpaceX, whose cost structure is already sunk across a satellite constellation built for internet service, adding mobile coverage is a marginal-cost expansion with an enormous ceiling.

The competitive map is forming quickly. Mobile carriers have watched the satellite-phone race from both sides: some have partnered with satellite operators to extend coverage, while others have warned regulators about interference and about losing control of their networks’ most basic function. The FCC’s decision on SpaceX’s spectrum request will set terms that affect all of them, and the proceeding has drawn interest from carriers, rival satellite operators and the equipment makers that would build the dual-mode phones of the future.

The technical hurdles are real. Connecting a satellite to a phone on the ground requires solving problems of signal strength, Doppler shift and handover that terrestrial networks never face, and early D2D services have delivered capacity measured in messages rather than streaming video. Spectrum alone does not fix those limits; the satellites, the antennas and the software have to keep improving. But spectrum is the scarce resource that nothing else can substitute for, and the companies that hold it define what the service can eventually become.

There is also a geopolitical dimension. The FCC’s decision will be studied by regulators around the world, many of whom are deciding their own rules for satellite-to-phone services. A company that wins favorable terms in the United States carries that precedent into negotiations elsewhere, and SpaceX’s global constellation gives it a reach that regional operators cannot match. The spectrum request is, in that sense, a bid to set the standard.

The filing comes at a moment when SpaceX’s ambitions in mobile are no longer theoretical. The company has been demonstrating the service with increasing frequency, the EchoStar spectrum gave it licenses in a range of markets, and the AT&T partnership gave it a carrier with a large customer base and a reason to fill coverage gaps cheaply. The pieces are in place for D2D to move from demonstration to product, and the spectrum request is the permission slip for that transition.

For the mobile industry, the direction is clear even if the timing is not. Satellite connectivity is moving from the emergency channel to the everyday network, and the companies that control the airwaves above the Earth will collect a share of every call and message that finds them. SpaceX has been building toward that position since the first Starlink launch, and the FCC filing is the latest proof that the phone in your pocket is the next market it intends to serve. The carrier business has competed for decades over who owns the ground; the next competition is over who owns the sky.
